Government Type: Semi-Presidential Republic
Provinces: 24 Provinces (Oblasti, singluar – oblast'), 1 Autonomous Republic (avtonomna respublika), and 2 Municipalities (Mista, singluar – misto).
Description of the Correctional System Administration: According to the State Penitentiary Service of Ukraine, there are total of 182 Penitentiary Institutions throughout Ukraine, and as of 06/01/2020 it contained 51,873 people (Pre-Conviction + Post-Conviction). Important to note that Luhans and Donetsk regions are currently under the Russian occupation, and many prisoners there are in a legal limbo. In those territories there are currently 29 penitentiaries in which Ukranian government does not exercise its power.
Bail, personal warranty, personal commitment, house arrest, custody are available as measures of restraint before the trial (United Nations Asia and Far East Institute).
There is no data suggesting that Ukraine has used decarceration to address the Covid-19 pandemic in its pre-conviction centers of restraint.
Note: There was a push for an amnesty bill in the parliament (Draft Law N. 3397) that would have potentially released convicted minors, women, war veterans, participants in Chernobyl disaster, and convicts with certain disabilities (such as AIDS, TB or other serious illness) convicted for "non-serious" crimes. On 09/01/2020 the Bill was scrapped.
